Are Japanese Postpositions Head-Spec Structures?

HPSG'ers, I've been trying various avenues to get hold of a Manuscript which was produced by Hideto Tomabechi while he was at CMU, and which is referenced in Pollard and Sag's 1994 "HPSG". I've also tried to contact Dr Tomabechi himself, via his last known e-mail address (Hideto_Tomabechi@justsystem.co.jp), and tried to contact the Linguistics department at CMU. So far, no joy. Does anybody know how I might get hold of the manuscript, dated 1989 and entitled "Uniform Treatment of Japanese Postpositions Using the Head-Marker Structure in HPSG"? I would be interested in reading Tomabechi's arguments in favour of Head-Marker (which would be Head-Specifier in the Chapter 9 reformulation of P&S 1994). I referenced this in my M.Sc Dissertation, although I actually implemented the postpositions, including the case markers as Complement-Head structures.
